According to the “Plan of Actions for Proclaiming 2023 as the Year of Heydar Aliyev in the Republic of Azerbaijan” approved by Decree No. 3623 of the President of the Republic of Azerbaijan dated November 28, 2022 , a tree-planting campaign was organized in the Aghdam district on the initiative of the Mine Action Agency of the Republic of Azerbaijan (ANAMA), the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan and the Special Delegation of the President of the Republic of Azerbaijan in the liberated territories of the Karabakh Economic Region (except Shusha region), with the participation of the State Tourism Agency and Aghdam volunteers.

A tree-planting campaign was held near the Aghdam Industrial Park, which has been cleared of mines and explosives, to commemorate the memory of Heydar Aliyev. Heydar Aliyev, the founder of the modern and independent Republic of Azerbaijan, was a visionary statesman who made significant contributions to the country's freedom and independence. He also had exceptional achievements in the international relations system of Azerbaijan.

In an effort to reconstruct, restore, and improve the ecological situation of the recently liberated territories, as well as to preserve nature and expand greenery, a tree-planting campaign was organized, resulting in hundreds of trees being planted. The event, which was part of the multifaceted activities of the Great Leader, aimed to improve the environmental situation of the territories freed from occupation.

The tree-planting campaign was attended by Mukhtar Babayev, the Minister of Ecology and Natural Resources of the Republic of Azerbaijan, Vugar Suleymanov, the Chairman of the Board of the Mine Action Agency of the Republic of Azerbaijan, Emin Huseynov, the Special Representative of the President of the Republic of Azerbaijan in the liberated territories included in the Karabakh Economic Region (excluding the Shusha district), and Fuad Naghiyev, the Chairman of the State Tourism Agency of the Republic of Azerbaijan, along with representatives from the participating institutions.
